So you can't tell if it's that of the suicide bomber or the victims. I would say the goverment was behind it coz at the end of the day, they're the winner. State terrorism has always been used to drive fear into the people thus winning a stronger allegiance and also they find more pretext to carry on with their massacre on the so called 'extremists' and innocent civilians in the NWFP with the help of the allies. It's pakistan for god's sake. nothing is impossible. This country is in the crap it is and will always be, until its people struggle to bring some change.
